Project Labrador — Lancaster Planned Development
Overview
TYPE3’s map data lists Project Labrador as announced retail colocation in Lancaster at 0 MW, operator “Unknown Company,” with notes that already describe a 419-acre Greene Road campus. City paper is stronger. Lancaster City Council’s 11 August 2025 agenda rezoned Z24-22, covering 419.35 acres out of the Thomas M. Ellis, Middleton Perry, and Jones Green surveys, from agricultural / Logistics Port PD to a Planned Development with data-center uses. Owner/applicant on the zoning exhibit is WHL Dallas 45 LLC, 1601 Elm Street Suite 3700, Dallas, linked in trade coverage to Prime45 / Mike Rader. Concept language in DCD (19 August 2025) and the Dallas Express is five two-story buildings (Building A footprint about 215,790 square feet, GFA about 240,620 square feet), four substations, and about 1.07 million square feet of technical space.
The two area figures remain distinct. A city thoroughfare memo cites a TIA that analyzed maximum build-out of 18 buildings totaling 5,662,400 square feet. Staff also wrote that Project Labrador proposes five data centers. The TIA is a traffic scenario, not the PD concept. Project Orange is separate: 201 Sunrise Road, 116 acres, seven 36 MW buildings / 252 MW in the same coverage. Several hundred megawatts in dual-site roundups is not a Labrador IT-load disclosure. Status is entitled/planned, not operating.

Is Project Labrador operating?
No. It is a Lancaster planned development. City action in August 2025 rezoned the Greene Road acreage for data-center use.
How much power will it use?
No first-party Labrador IT MW is published. Orange’s 36 MW-per-building and 252 MW totals are not part of this page.
Is Labrador the same as Project Orange?
No. Orange is a separate 116-acre Sunrise Road plan. The campus records represent separate projects.
